The construction and commissioning of a local democratic innovation policy must be based on a prior diagnosis to analyze the situation of citizen participation in the reality of the municipality or county. It is set a "fixed picture" of the state's participation in the territory and the elements that compose it, as a benchmark to improve the strategic lines of local authorities in this area and, ultimately, to enhance the citizen involvement in public policy.


This analysis-diagnosis is a research project that allows conclusions to enhance the pillars of local politics of citizen participation, with the views and proposals of elected officials, technicians and neighbors. Thus, through participatory methodologies, performing diagnostics can be structured in various stages:




  • Planning, in which a working group is established, objectives and strategic lines defined and identified actors;

  • Collecting information through interviews and documentary sources;

  • It fieldwork, where the information is extended interviews with political, technical and social actors in the territory, and working groups with representatives of associations are held;

  • Analysis.


  • Report writing.


  • Validation and contrast with the participants, in which the conclusions of these are collected.


  • Completion of the final report.
